I AM directed by the Secretary of State for India in Council to acknowledge the receipt of your letter of the 17th ultimo on the subject of the Bhamo-Tengyueh Railway scheme, and to say that he concurs with Sir J. Jordan in the expediency of explaining the proposals to the Wai-wu Pu, and endeavouring to obtain their acceptance of them at this stage.
